SBU, Foreign Intelligence Service, Main Intelligence Directorate of the Ministry of Defense, National Guard, State Border Guard Service, State Protection Service, State Special Communications Service, State Special Transport Service, military prosecutors of the Prosecutor General’s Office, employees of the State Emergency Service, officers of the Judicial Protection Service, senior officers of the Special Operations Unit of the National Anti-Corruption Bureau, detectives and senior detectives of NABU, officers of the State Bureau of Investigation, detectives and officers of the Bureau of Economic Security, police officers and their family members

Medical workers: specialists and professionals of state and municipal healthcare institutions

Pedagogical staff of state and municipal educational institutions:

Scientific and scientific-pedagogical staff of state or municipal educational and scientific institutions

Mass mortgage at 7(10)%

War veterans and their family members:

combat participants, persons with disabilities due to war, families of fallen (deceased) war veterans defined by Article 10 of the Law of Ukraine “On the Status of War Veterans, Guarantees of Their Social Protection”, as well as families of fallen (deceased) Defenders of Ukraine

Internally displaced persons:

Other citizens who do not own housing, or whose housing area is less than 52.5 m² + 21 m² for each additional family member

CONDITIONS

Loan terms

• Preferential rate for the first 10 years — 3% or 7% Preferential rate from the 11th year — 6% or 10%
• Maximum loan term — 20 years
• Minimum down payment — from 20% and 10% for young people
• Participating banks: Oschadbank, PrivatBank, Globus Bank, Ukrgasbank, Sky Bank, Sense Bank, Tascombank, BISBANK, Bank Credit Dnipro, Radabank

Participation

• Citizens of Ukraine
• Over 18 years old at the time of loan application
• Not older than 70 years at the time of repayment
• Solvent borrowers
• Do not own any housing, or it:
  — is less than 52.5 m² + 21 m² for each additional family member (spouse and minor children living with you)
  — is located in a combat zone or in temporarily occupied territory
  * property located in active combat zones or temporarily occupied territories that is destroyed/damaged is not taken into account
• not listed under sanctions
• not participating in other active state housing programs

HOW TO CHOOSE HOUSING

Requirements

Type – Apartment or property rights to an apartment in a multi-apartment building or a residential house

Area – For apartments: no more than 52.5 m² per person + 21 m² for each additional family member;
For residential houses: no more than 62.5 m² per person + 21 m² for each additional family member

Location – Within Ukraine, except temporarily occupied territories and active combat zones

Usage

• for military personnel, security forces, medical workers, teachers, researchers, and veterans: a private house or apartment in a building under construction or not older than 3 years (not older than 10 years in certain regions);
• for IDPs: housing not older than 10 years in all program regions;
• for others: a private house or apartment in a building under construction or not older than 3 years.

Other requirements

• commissioned housing is subject to mandatory insurance;
• residential property classified as architectural monuments cannot be used as mortgage collateral.

Property value

Must not exceed the average construction cost per region of Ukraine defined by the Ministry of Development and multiplied by the following coefficients:

x2.0

for Kyiv, Dnipro, Lviv, Odesa, Kharkiv and regional centers, settlements within 15 km of these cities, and settlements with population over 300,000

x1.75

for settlements with population up to 300,000

If the price per m² or total area exceeds program limits, the difference is covered by the down payment
